AbstractHistory of the city's Welfare Department, starting under the name of the Board of Public Welfare in 1910 and grwoing under the direction of William Volker and later Frank P. Walsh.
NotesIn April 1910, the city organized the first full public department of welfare in the United States. Like virtually all other progressive movements of the times the plan originated as a civic movement. To keep it out of politics the city government gave the responsibility to a citizen board serving without compensation.
