AbstractWillard E. Winner formed a corporation called the North Side Land and Mortgage Company in 1888 and entered an agreement with the Kansas City Agriculture and Horticulture Fair Association to buy 10 acres. The agreement was contigent upon the building of a bridge across the Missouri River from the foot of Cherry Street to Clay County to be completed by September 1889. The contract failed as the bridge was not completed and the North Side Land and Mortgage Company failed. While waiting for the building of the bridge, Mr. Winner built a gravel road which would become Swift Avenue and the Midway Block Hotel, later called the Palmer House.
