AbstractArticle reports the approval by the U. S. Department of the Interior of a plan to cut 142 large windows in the U. S. Cold Storage Building, located at 3rd Street and Locust in the City Market area. The approval of this construction, which allows for the awarding of historic tax credits, was crucial to developer Gary Hassenflu's plan to convert the building into apartments.
