First came to Kansas City, Missouri as Industrial Relation Secretary, July 3, 1942. National Urban League survey. Seven Blacks working at City Hall, 1947. Work stoppage at General Motors. Union control by Blacks (labor union). Price Control--union involvement in Price Control.
