AbstractSteve Penn's "Commentary"column features City Councilwoman Melba Curls. Melba was the wife of Phil Curls, Sr., who died on May 4, 2007. That date just happened to be the date she was to be celebrating the beginning of her term of office as Councilwoman for the 3rd District. "Curls' affinity for the 3rd District is genuine. She's lived there most of her life, growing up near 27th Street and Park Avenue. Now she resides in a house in the district that she's lived in for 30 years." Article includes her picture.
