Irwin, "the efficient and reliable chief of police of Kansas City," born in Shelbyville, Missouri, in 1844 and serving as a Union officer in the Civil War before coming to Kansas City in 1881 as part of "Irwin & Eaton, wholesale dealers in crockery and glassware," then becoming "president of the Commercial Club" and "one of the chief originators of the Priests of Pallas."
