NotesHarry Hines Woodring was Governor of Kansas from 1931-1933, and Secretary of War under Franklin D. Roosevelt from 1936-1940. Photograph found on page 30 (hard copy) of Scrapbook #30 (part 1), SC 39. A manuscript of Woodring's speech to the SCBA, entitled "Our Foreign Affairs," is found on page 31 of the same scrapbook.
