Description: Commandant of the United States Army Command and General Staff College and Commanding General of Fort Leavenworth, Kansas, Maj. Gen. McGarr, addressed the SCBA luncheon on ''The New Concept of Fighting Wars.'' Originally from Yuma, Arizona, McGarr was a combat veteran of World War II and the Korean Conflict and, according to the poster advertising the luncheon, he was one of the most highly decorated officers on duty at the time, holding seven purple hearts.
